Paul has lived in the Borough for over 30 years and was first elected to Harrow Council for Pinner Ward at a by-election in 2001. Paul has fought over many years to save Pinner’s Police Station and to support local businesses.

Since May 2022, he has been Leader of Harrow Council, as well as Leader of the Conservative Councillor Group on the Council since 2017. Under his leadership, Harrow Conservatives gained control of the Council for the first time since 2006.

Previously he has served as Cabinet Member for Performance, Communication and Corporate Services from 2006-2010 and from 2013-2014.  He has also been Chairman of the Overview and Scrutiny Committee and the Conservative Chief Whip. 

He worked for a number of years in the IT sector in the City of London and Docklands. He also served as the Chairman of the Lee Valley Regional Park Authority from 2015 to 2025 and Vice Chairman of Conservative Way Forward.

He is a keen American Football fan, supporting the Miami Dolphins and enjoys Country music and Bourbon.

Conservatives secure a new special school for Harrow

After negotiation with the Conservative government, your local Conservative Council has secured approval for Harrow’s bid for a new special school from the Department for Education. The school will be built on at 265 The Ridgeway, which was the site formerly used by the Plymouth Brethren.

Harrow Endorses Voter ID

At the November meeting of Harrow Council, Conservative Councillors proposed a motion to endorse the governments new Voter ID rules, which means that voters will have to produce a photo ID when going to a Polling Station.

Harrow Council’s Conservative administration has finalised and agreed a new borough-wide Public Space Protection Order (PSPO) to tackle anti-social behaviour. The new PSPO will come into force from 2024.
