Cracking down on conversions of family homes to HMOs

Harrow’s Conservative Council is creating new restrictions on the conversion of family homes into Houses in Multiple Occupation (HMOs).

Under our plan, all new HMOs will require planning permission to convert a family home. At present, small HMOs (6 or less people) do not require planning permission.

Introducing a planning permission requirement for all new HMOs, combined with the new Local Plan which will soon be adopted, will give the Council greater control and scrutiny of the suitability of such properties on a case by case basis.

Over the years, many residents have contacted us with concerns about the effect of HMOs on their neighbourhoods. Harrow’s Conservative councillors have listened and are taking clear action to improve our community.
